President & CEO
Mohamed is the President and Chief Executive Officer of ActiveHealth Management, a national leader in population health management. He and his team are passionate about delivering personalized care management, health lifestyle and wellness programs to more than 20 million people through the utilization of unique analytics and healthcare insights.
Mohamed has more than 25 years of experience in the healthcare industry, with a strong background in population health, medical management, pharmacy benefit management, clinical informatics and cost management programs.
Previously, Mohamed was Vice President of Provider Transformation at Aetna. He focused on population health management and helping providers transform their care delivery to achieve the “Triple Aim” by improving quality of care, reducing unnecessary cost and enhancing member experience.
Prior to joining Aetna, Mohamed was a Principal in PwC’s Health Industries Advisory practice where he lead the population health strategy and service offering for health systems in the metro NY area. He also provided consultative services to various payers and health systems to develop and execute successful population health strategies. He was also a Vice President of Medical Management and Chief Pharmacy Officer at EmblemHealth, where he was responsible for all medical management and pharmacy benefit operations at the plan.
Mohamed oversaw the development and implementation of medical policies as well as the execution of the utilization management, case management and disease management programs. He also worked with various health systems and physician groups in NY on value based care models to improve the quality of care and reduce waste. Mohamed was also responsible for the informatics function, as well as the cost management program. He also led the care management and pharmacy operation at Horizon Blue Cross Blue Shield of NJ.
Mohamed is a physician by training and received his MBA from St. Johns University in NY.
Chief Operating Officer
Kathy is the Chief Operating Officer of ActiveHealth Management. She brings a 25-year history of successful leadership as a results-oriented executive with proven experience creating innovative, cost-effective solutions that align with strategic business objectives. Kathy has expertise in business transformation, operations management, enterprise solution design, interoperability, cloud and cognitive computing. Kathy believes strongly in the idea of strategic opportunism – the ability to focus on long-term objectives while remaining flexible enough to solve day-to-day problems and recognize new opportunities.
Previously, Kathy served as the Executive Director of Technology, Architecture, and Innovation Planning at CVS Health. Kathy partnered with business leaders and product owners to help them understand, interpret and plan for strategic capabilities and products within their business portfolio. She translated the vision and developed roadmaps which delivered optimized and connected capabilities across the enterprise. Kathy has worked for several multinational technology companies focused primarily on health care, financial services and insurance clients. She is committed to client success, delivering improved results and providing a delightful consumer experience.
Kathy has a master’s degree in Management of Human Services from The Heller School for Social Policy and Management at Brandeis University.

Carol B. Ingher
Executive Vice President, Chief Customer Solutions and Sales Officer
Carol B. Ingher is the Executive Vice President and Chief Customer Solutions and Sales Officer for ActiveHealth. She brings extensive experience providing consultative sales and account management support in health benefits to her role. Previously, she served as the northeast region head and the market head for Aetna national accounts in New England/Hudson Valley and Upstate NY. Carol B. Ingher began her career at Aetna more than 25 years ago serving in a variety of sales, client management and management roles across the business segments.
Carol received her undergraduate degree from the State University of New York–Albany.
Jonathan S. Rubens, MD, MHPE, FACEP, FAAEM, CHIE
Chief Medical Officer
Jonathan S. Rubens is the Chief Medical Officer of ActiveHealth Management. He brings more than 25 years of experience as a physician leader in both academic and community settings.
As the CMO, Jonathan leads a multidisciplinary team of physicians, pharmacists and nurses focused on building effective population health management programs and clinical analytic tools to promote evidence-based patient care.
Jonathan has worked for ActiveHealth® since 2011 and was previously the Senior Medical Director. He is board-certified in Emergency Medicine, and a fellow of the American College of Emergency Physicians and American Academy of Emergency Medicine.
He earned his Bachelor of Arts degree from the University of Pennsylvania and his Doctor of Medicine degree from Wake Forest University. He went on to study Health Professions Education and earned his Master’s Degree from the University of Illinois at Chicago. Originally from New York City, Jonathan resides in North Carolina.
Executive Vice President, Reporting & Informatics
Larry Siegel is the Executive Vice President of Reporting & Informatics at ActiveHealth. In his role Larry focuses on shaping population health management reporting and analysis that offers clients insight on their programs, and conveys the value of the health and wellness services we deliver.
He brings more than 25 years of professional experience to his current role at Aetna. Larry joined Aetna in January 2008, to lead the reporting function for Active Health. Prior to Aetna, Larry was the Corporate Vice President of Medical Economics at AmeriChoice, (a United HealthCare Company).
Larry has a Masters of Public Administration in Health Policy and Management from New York University Graduate School of Public Administration and a Bachelor of Science in Health Management from the Tisch School of Business, New York University.
Chief Financial Officer
Matt is the Chief Financial Officer (CFO) at ActiveHealth Management, a national leader in population health management. Matt has more than ten years of health care experience, ranging from finance and accounting functions to medical economics. He has a strong background in managed care organization financial and operational management, and specialty is in reimbursement arrangements, value-based contracting and new business growth.
As CFO of ActiveHealth®, Matt is responsible for oversight of financial operations, service pricing, organizational profitability as well as financial planning, reporting and analysis. Before his current role at ActiveHealth, Matt was an enterprise planning lead, where he managed the budget for the organization and led financial strategy and planning discussions. He also led a financial department at HealthFirst which focused on risk-pool performance improvement for local health systems taking risk on their member populations. Leveraging complex workgroups, his team drove improvements in both member health as well as physician reimbursement.
Most recently, Matt was the head of business development finance, where he helped secure several major, high profile contracts with unique reimbursement arrangements. Matt is an integral part of the product roadmap development process for ActiveHealth, and with his knowledge of the population health market, he has helped to conceptualize and build out several new product offerings in the industry.
Matt received his Bachelor of Arts degree in Financial Economics and his MBA, both from Binghamton University in New York.
Beth Austin, RN, BSN
Clinical Services Director
Beth is the Clinical Services Director of ActiveHealth Management where she oversees the High Point site. Her clinical teams support two flagship ActiveHealth® accounts, NCSHP and PEEHIP, which have received outstanding clinical and service performance. Beth is also an executive sponsor of the High Point Site AERO.
Beth has worked in the health care industry for 34 years, in a variety of settings including Medical-Surgical, Oncology, Hemodialysis, and 17 years in the Post Anesthesia Care. She has also managed a single specialty surgery center. For the past five years, she has managed Aetna and ActiveHealth’s Population Health Management programs. Her passion is building a positive employee culture and using Nursing Informatics to drive improved health outcomes.
Beth received her Bachelor of Science in Nursing from the UNC-Greensboro in 1983. She is currently enrolled in Liberty University’s Healthcare Administration Master’s program.
In her free time, Beth participates in extensive community service, including food bank management and distribution, and mentoring at-risk teenagers.
Wadida J. Murib-Holmes
Senior Vice President, Account Management
Wadida J. Murib-Holmes is the Senior Vice President of Account Management for ActiveHealth Management. She works closely with the Account Management team and across the organization to assure successful collaborative client relationships and the solutions designed for our clients address new and emerging trends within the healthcare environment. Wadida has over 25 years of successful healthcare industry experience and has been with ActiveHealth since 2010. She served as the Executive Director for our single largest state client leading the implementation, ongoing management, and building ActiveHealth’s broadest population health management solutions to date.
Prior to ActiveHealth, Wadida held leadership roles in human resources, consulting, program management, marketing communications, and client relationship development with Fortune 50 companies including GE, Georgia-Pacific, PepsiCo/Frito-Lay, and Allied Signal Aerospace/Honeywell. She provided leadership to cross-functional teams in talent management, training, organizational development, sales, account management and strategic planning. She worked 11 years at Humana as a corporate Human Resources Director, Consulting Practice Director, and Strategic Consultant Director leading strategic client management initiatives for National Accounts.
Wadida received a bachelor’s degree from Miami University in Oxford, Ohio and a double concentration MBA from Xavier University in Cincinnati, Ohio.
